I. Mandatory emission reduction measures
1. Control industrial enterprises, strictly implement corresponding emergency emission reduction measures according to the newly revised list of emergency emission reduction for heavily polluted weather in 2023, by stopping gas-related emission production lines or major production and pollution discharge links (equipment) and improving pollution control efficiency;
2. Stop the demolition, spraying, painting, cutting and shotcreting of outdoor buildings;
3. Stop all earthwork operations on the construction site (including earthwork excavation, backfilling, on-site transportation, lime mixing, concrete chiseling and other operations, and excavation of supporting roads and pipe trenches for construction projects), and completely stop production and operation of muck storage points;
4. Each district should take scientific measures to adjust the frequency of wet operation for the main roads within its administrative area according to the air temperature and relative humidity, and appropriately increase the suction and sweeping operation when reducing the frequency of wet operation;
5. Construction sites, enterprises and institutions stop using non-road mobile diesel machinery with national emission standards of two or below (except those undertaking emergency maintenance tasks);
6. Stop using transport vehicles such as construction waste, muck, sand and gravel with national emission standards of four or below to drive on the road;
7. Enterprises in key industries shall, in accordance with the technical guidelines of the Ministry of Ecology and Environment and the performance grading requirements of enterprises in key industries with heavy polluted weather in this Municipality, implement the transportation management measures for heavy trucks (except white-listed trucks);
8. Large car users stop using heavy-duty trucks (including gas) with national emission standards of four or below for transportation (except vehicles with white list of trucks);
9. Stop using heavy trucks (including gas) with national emission standards of 5 and below for short-term transportation of iron ore and coke in Tianjin Port area.
II. Health Protection Guidelines
1.Remind children, the elderly and patients with heart disease, lung disease and allergic diseases to stay indoors and stop outdoor sports.,If the general population really needs to go out to reduce outdoor sports, protective measures should be taken;
2.Schools and kindergartens stop outdoor courses and activities;
